They are not formed to generate profit for their shareholders nor are they formed to provide charity to any of the shareholders. Credit Unions are formed to provide the best financial services to their members. The lowest possible rates will be charged on loans and the highest possible rates will be paid to savers. People form co-operatives to obtain better services at better prices (as customers/shareholders) than they would have received from profit driven commercial enterprises where they are merely treated as consumers only.
